Dog Park Rules

  • Use of the dog park is at your own risk.
  • Harris County is not responsible for any accidents or injuries to dogs or humans.
  • Dogs must be at least four months old, with current vaccinations and license tags worn at all times.
  • All dogs must be healthy and free of contagious diseases and parasites.
  • No more than two dogs per person during a visit.
  • Guardians are responsible for picking up after their dogs; bags are located at the pet stations.
  • No other animals are permitted – dogs and humans only.
  • Children under nine years old are not recommended, and must be accompanied by a parent or legal guardian while in the dog park.
  • Guardians must be in the dog park and monitor/control their dog(s) at all times.
  • Dogs must be leashed when exiting and entering the dog park.
  • Guardians must have a leash for each dog while in the dog park.
  • Any dog displaying aggressive behavior must be removed immediately.
  • Dogs in season/heat are not allowed.
  • Dogs are not permitted to dig holes, and accidental holes must be filled in by the guardian.
  • Please leave all food, drinks, solid dog chews, etc. outside the dog park.
  • Training (edible) treats are permitted.
  • Please pick up after yourself (cigarette butts, litter, etc.), as well as your dog.
  • Please be considerate of neighbors and other park visitors by quieting noisy dogs.
  • Please wash/rinse dogs on concrete washing pads only.
  • Follow all regular park rules.

Pavilions

  • Alcohol is permitted in all Harris County Precinct 4 Parks exclusively with a pavilion reservation. With an alcohol reservation, you will be required to secure the services of Harris County Precinct 4 or Precinct 5 Constables.
  • Glass containers are not permitted in any Precinct 4 Parks.
  • Fireworks and sparklers are not permitted in any Precinct 4 Parks.
  • Hunting is not allowed in any Precinct 4 Parks.
  • Piñatas are permitted only with a pavilion reservation and a self-provided stand. Piñatas cannot be secured to any park structures or trees.
  • Water–related equipment/activities are not permitted in any of the parks.
  • Littering and dumping are prohibited in all parks.
  • Fundraising activities are restricted to non-profit organizations that receive prior approval and a written agreement from Harris County’s Commissioners’ Court.
  • No person or group shall use any area or facility of the parks or pavilions for any purpose other than for which they are designed and designated.
  • It is at the discretion of the assigned park staff to designate the location of recreational items within the park.
  • The use of metal detectors is prohibited in all Precinct 4 Parks and park land.
  • Children under the age of 18 must always be supervised by an adult.
  • Generators are required for any permitted entertainment items, i.e., bounce houses, popcorn poppers, cotton candy machines, etc.
  • The use of bounce house equipment requires insurance from the bounce house provider. Proof of liability coverage must be presented at the time the equipment is set up in the park.
  • The person or group making the reservation is responsible for the behavior of all guests.
  • Pets must be kept on a 6 ft. leash and always under the owner’s control while visiting all Precinct 4 Parks.
  • Groups and/or individuals are responsible for leaving pavilions in the same condition as found prior to use. Abuse or violation of any amenity, facility, or park can result in denial of future reservations.

Community Center Policies

Reservation Policy

Reservations are available at Bayland, Hockley, Steve Radack, Tracy Gee, and Weekley community centers.

Private Reservations

Private Function Reservations are defined as one-time special events or meetings. These include, but are not limited to, birthday and anniversary parties, family reunions, baby showers, seasonal celebrations, corporate events, and resource or job fairs.
  • User, and User’s service providers and agents, shall comply with all applicable federal, state, community, and municipal laws, ordinances, rules, and regulations.
  • No activity, performance, exhibition, or entertainment shall take place on the premises which is, or may be perceived as being, dangerous, indecent, obscene, immoral, or offensive in any manner.
  • User must be at least 21 years old and present during the event.
  • Reservations may be denied based on User’s past performance.
  • The selling of goods and services in the center is prohibited.
  • Attendance shall not exceed the room capacity at any time during the event. Entrances, exits, and passageways must be kept clear at all times.
  • No person or group shall use any area of the community center for any purpose other than what it was designed or assigned.
  • Harris County Precinct 4 park rules and regulations are enforced.
  • No smoking is allowed in any Harris County community building.
  • No alcohol is allowed in the center or in the parking lot.
  • Children under 18 must be supervised at all times.
  • No pets, other than properly identified service animals, are allowed in the center. Emotional support animals are not allowed.
Availability
Private functions can take place only during the following hours, including setup and cleanup time:
  • Friday evenings from 5 p.m. to 9 p.m. (4 hours)
  • Or Saturdays from 9 a.m. to 3 p.m. (6 hours)
  • No reservations are available on Harris County holidays.
  • All reservations are on a first-come, first-served basis. No organization, person, or family may book more than one event per calendar year.
  • Reservations can be made no more than six months in advance, and no less than 30 days in advance.
  • Patrons attending functions at the center may not remain in the building or parking lot at any time other than the hours reserved for the event.
Deposits and Fees
  • Reservations must be made in person through the center staff. The rental fee and deposit are both due at the time reservations are made.
  • A non-refundable fee of $150.00 is required. Only money orders and/or cashier’s checks made out to Harris County will be accepted.
  • A separate and refundable cleaning/damage deposit of $500.00 is also required. Only group, company, and personal checks made out to Harris County are accepted. No money orders, cashier’s checks or cash will be accepted for the damage deposit. Harris County Commissioner Precinct 4 reserves the right to cash the deposit check in the event any rules listed are not followed, or the function does not end within the reserved time.
  • Security is required at all private functions. The Harris County Precinct 5 Constables will determine how many law enforcement officers are necessary. Contact Deputy Dewain Natho of the Precinct 5 Constables Office at 713-515-0486 to confirm security and payment.
Decorations, Alterations, and Equipment
  • The center is equipped with a coffee machine. User is responsible for providing their own coffee, sugar, creamer, cups as well as any other supplies needed for the event.
  • Kitchen area is for food distribution only. No cooking or preparation of food is permitted. Ovens are for warming only.
  • No red or grape-colored drinks are allowed because they permanently stain the carpet.
  • Candles, open flames, flammable, or combustible materials are strictly prohibited. Chafing burners are allowed only in the kitchen area.
  • Center decorations may not be removed. Personal decorations for private functions may be added. No nails, staples, tacks, tape, or adhesive materials may be used on the walls.
  • The facility reserved must be cleaned and returned to the original setup. This includes completing the following:
  • Ensure all tables are wiped off and placed correctly on the table racks
  • Vacuum carpet
  • Sweep floors and wipe down counters in the kitchen
  • Mop spills on hard floors
  • Remove trash from the building and place in the outside receptacle
  • Remove all personal items, and ensure all rented equipment is collected within the reservation time
  • Conduct a final walk through with the center representative on site prior to leaving
  • Allow at least one hour for cleanup and the final walk through.
  • User is responsible for conveying rules of center usage to anyone taking charge of the group, as well as all participants in attendance.

Civic Groups

Civic Group Reservations are defined as meetings of community and neighborhood groups. These include, but are not limited to, arts and crafts groups, scouts, community support meetings, special interest groups, school districts, and government entities.

  • No activity, performance, exhibition, or entertainment shall take place on the premises which is, or may be perceived as being, dangerous, indecent, obscene, immoral, or offensive in any manner.
  • Reservations may be denied based on User’s past performance.
  • The selling of goods and services in the center is prohibited.
  • No person or group shall use an area or facility of a center for any purpose other than for that which it was designed or assigned.
  • Harris County Precinct 4 park rules and regulations are enforced.
  • No smoking is allowed in any Harris County community building.
  • No alcohol is allowed in the center or in the parking lot.
  • Children under 18 must be supervised at all times.
  • No pets allowed in the center, unless a properly identified service animal.
Availability
  • All reservations are made on a first-come, first-served basis.
  • Civic reservations can take place only during center business hours. Room(s) may be reserved for up to two hours, including setup and cleanup time.
  • Requested dates must be submitted ahead for the entire calendar year. Community center staff have the authority determine availability and if all requested dates can be accommodated.
  • Reservations may be forfeited after the third failure to inform community center staff of canceled meetings.
  • The center personnel assign rooms to maximize capacity each day; therefore, the center reserves the right to change rooms to accommodate other groups.
  • All groups must be considerate of others using the center and may not interfere with or disrupt other group activities.
Deposits
  • Reservations must be made in person through the center staff and the deposit is due at that time.
  • A $100 refundable cleanup damage deposit is required. Only group, company, and personal checks are accepted. No money orders, cashier’s checks, or cash will be accepted.
Decorations, Alterations, and Equipment
  • All displays, lecture materials, equipment, supplies, etc. must be removed daily unless your group is assigned a locker. Lockers are only available at select centers.
  • No red or grape-colored drinks allowed because they permanently stain the carpet.
  • No food is to be left out or left behind after use of the building.
  • Center decorations may not be removed. Additional decorations for the civic meeting can be added. No nails, staples, tacks, tape, or adhesive materials may be used on the walls.
  • Room(s) reserved must be cleaned and returned to original setup.
  • The Contact Person is responsible for conveying rules of center usage to anyone taking charge of the group, as well as participants attending meetings.
