The governing body of each of Texas' 254 counties is Commissioners Court. Each county has five members consisting of a county judge and four commissioners. The court role combines elements of judicial, legislative and executive functions. Additionally, Harris County has over 60 independent elected officials including judges, constables, sheriff, district clerk and the county clerk who are responsible for the operations of their office.

To register to speak in-person at court click here.
Speakers are permitted 1 minute each to share their comments. There is a timer that is visible at the podium that will let you know how much time you have left.
If an interpreter or accommodations are needed, you may make that request upon registration. The time an interpreter is translating is not counted against the constituents 1 minute speaking time.

Court Room Logistics

Commissioners Court gavels in at 10 a.m., followed by an invocation, the pledge of allegiance, and resolutions. 
Speakers will be called in order by the court and by agenda item. Resolution Speakers are called first and a break is taken for pictures when applicable. They are followed by General Agenda speakers.  Non-Agenda speakers will be called after all agenda item speakers. The Court is not permitted to respond/discuss non-agenda items but will hear and thank the speakers for speaking.  
After all speaker comments are shared then the court will proceed with discussion and vote on the agenda items.  Speakers can stay for the entire session or step out at any time.
If the court is full to capacity, there are overflow rooms on the 5th floor where court staff will direct citizens.  Precinct 4 Community Engagement Coordinators will be available before and after court for constituents who may need assistance. 
Precinct 4 Community Assistance Department will also reach out, when possible, to provide P4 constituents this information as well as share their information with the Community Engagement Coordinators assigned to court to be able to support the constituent during court if needed. 

Parking Options

There is a self-pay parking lot right across the street from the Preston Building between Main and Fannin, that most people park at, as the closest parking lot to court. The Preston building is also on the train line as well.
There is self-pay parking available a short walk away around the commissioners court area,  as well. 

DIRECTIONS

Court Check-In

Once you enter the building please go towards the elevators and go to the 9th floor where you will check in for commissioner’s court after going through security. 
Once you are checked-in you can wait outside of the court room suite 934 until the doors are open for open seating within the court room on a first come first serve basis. There is additional seating outside of court and within an overflow room.
